Arid Gulf shoreline meeting shallow, discoloured coastal water

Nobody schedules a bloom.

But everybody who works a coastline knows roughly which weeks it comes in, which asset it hits first, and how long the phone stays busy afterwards.

The calendar

Four phases, and only one of them is the bloom.

Ask a port engineer, a farm manager and a resort's operations director to describe last summer and you get three different stories about the same fortnight. What they share is the shape of it.

  1. Watch Water temperature climbing, the wind going quiet, last year's memory sharpening. Nothing is visible yet. This is the cheapest week of the whole season to act in, and it is the week nobody has budget approval for.
  2. Onset A colour change, a smell, a satellite chlorophyll product going amber, or a diver reporting reduced visibility. Somebody raises it internally. Somebody else asks whether it is worth escalating.
  3. Impact The intake fouls, the pens lose stock, the beach clears, the shellfish beds close. Costs land in days and they land in departments that do not share a budget line.
  4. Recovery Membranes replaced, mortality disposed of, beds retested until the toxin clears, bookings rebuilt. This is the longest phase and the one that never appears in the incident report.

Interception moves the whole sequence left. A Deep Strike in the watch phase is a routine tasking. The same bloom in the impact phase is an incident with a press line attached.

01 — Desalination intakes

A bloom does not have to reach the shore to stop the drinking water.

Under one per cent of the world's people live in the GCC states and they produce close to half its desalinated water, on the World Bank's figures. On that coastline an intake is not plant equipment. It is the supply itself.

Barka, July 2023. A red tide disrupted the main plant badly enough that Nama Water Services fell back on reserve wells, tied three plants together across one network and asked households to conserve until the seawater came good. This reaches us through regional press, so the operational detail is indicative rather than established — but utilities do not interconnect plants for fun.

The 2008–09 Cochlodinium event was the harder version of the same lesson, and it did not respect a border. Industry trade reporting names Sohar and Barka 1 in Oman, Fujairah 2 in the UAE and Shuwaikh in Kuwait among the plants it hit; seawater reverse-osmosis shutdowns ran as long as four months where conventional pre-treatment could not strip the biomass out of the feedwater, and one plant reported replacing its RO membranes outright.

Treating approach water is a different job from treating a plant. It is upstream of the screens, it is in open water, and it is exactly what a mobile stage is for.

02 — Aquaculture and wild stock

One warm, still night is the whole loss.

Stock does not decline through a bloom. It holds, and holds, and holds, and then one morning the whole year is floating.

The documented scale is not modest. Chile's Patagonian fjords lost roughly 40,000 tonnes of farmed fish to a bloom in 2016, an estimated US$800 million gone. Japanese aquaculture books more than US$1 billion of HAB losses annually. Pulling twenty years of the global Harmful Algae Event Database together, researchers put worldwide losses from fish-killing blooms past US$8 billion between 2000 and 2020.

The Gulf has its own entries in that ledger. Across August and September 2001 Kuwait Bay lost over 2,500 tonnes of wild mullet, about a hundred times what a red-tide kill had taken two years before; the peer-reviewed post-mortem blamed bacterial disease, harmful algae and eutrophication working together rather than any one of them. Omani waters lost more than 200 tonnes of fish and shellfish to the 2008–09 event. Sohar had its own mass kill in September 2006.

Farm operators are the simplest buyers to price for and the least forgiving. They can tell you what a bad night costs to the kilogram, because they have already counted it.

03 — Beaches, resorts and public health

The loss is booked in cancellations, not in dead fish.

Florida has the longest documented record of this, and the numbers are old enough to show a pattern. Gulf Coast red tides were estimated to have cost $107 million in tourism losses in 1971 and $71 million in 1974. A University of Central Florida study of the 2018 season put the statewide cost at $2.7 billion, split roughly evenly between the south-west and south-east coasts — reported through secondary press, so we treat the total as indicative.

What makes tourism losses different is that they are decided by perception on a timescale no operator controls. A beach does not need to be closed for a season to be lost. It needs a fortnight of photographs.

This is the sector where interception pays for itself most obviously and is hardest to prove afterwards, because the successful outcome is a season in which nothing was reported.

04 — Shellfish and wild fisheries

The closure outlasts the bloom.

Cells clear. Toxin in tissue does not clear on the same schedule, which is why a bed stays shut after the water looks fine and why the loss is always larger than the event that caused it.

The Gulf and Red Sea case

One body of water, five industries, no spare capacity.

The Arabian Gulf is shallow, hot, slow to flush, and ringed by desalination plants, ports, fisheries, resorts and new coastal real estate that all draw on the same water. The 2008–09 Cochlodinium red tide entered through the Strait of Hormuz and spread along UAE, Qatari and Iranian coasts, causing mass mortality of wild and farmed fish and documented reef damage.

On the Red Sea side the record is thinner rather than better. A 2021 satellite chlorophyll study noted how few HAB studies have been done there, while desalination plants along the Saudi coast supply drinking water to millions and carry the same biofouling exposure. Thin evidence is not the same thing as low risk.

A programme on either coastline starts by establishing what is actually in the water, monthly, before anyone commits vessel capacity to it.
